The European Commission welcomes the Council’s general approach on its negotiating mandate for the Military Mobility Regulation.
Military mobility is a key enabler of Europe’s defence and security. To ensure credible deterrence, the European Union must be able to move troops quickly and efficiently when needed.
The proposal is built around three priorities: fast and simple cross-border movement authorisations, resilient and protected transport infrastructure adapted for dual-use needs, and secure access to transport assets supporting the Union’s defence readiness.
The Commission welcomes the support expressed for the core objectives of its proposal and looks forward to the European Parliament’s position in the coming weeks. The aim is to enter trilogue negotiations in the coming weeks, with a view to a timely agreement.
Maintaining a high level of ambition remains essential. Decision-making for military movements must remain fast and simple, infrastructure must be protected and resilient against emerging threats, and the EU must have a robust framework enabling military mobility across the Union.
Background
In March 2025, the European Commission and the High Representative presented the White Paper on European Defence – Readiness 2030, alongside the Commission’s ReArm Europe Plan/Readiness 2030, setting out financial tools to help Member States increase investment in defence capabilities.
Military mobility was identified as a priority in both the White Paper and the Defence Readiness Roadmap 2030.
In November 2025, the European Commission and the High Representative presented a Military Mobility Package, building on lessons learned from the revised Action Plan 2.0 and the 2024 Military Mobility Pledge.
