The Commission has made the fifth disbursement of Greece’s recovery plan, amounting to €3.13 billion (excluding pre-financing), comprising €1.35 billion in grants and €1.78 billion in loans. As for all member states, payments under the Recovery and Resilience Facility are conditional on the effective implementation of the investments and reforms included in its recovery plan.
On 20 December 2025, Greece submitted its fifth payment request to the Commission for €3.13 billion under the RRF, covering 28 milestones and four targets. These include improving the justice system, developing affordable and more energy-efficient housing, strengthening the capacity of the electricity grid, and supporting reforestation and firefighting.
On 19 March 2025, the Commission adopted a positive preliminary assessment of Greece’s payment request. The positive opinion of the Council’s Economic and Financial Committee on the payment request paved the way for the Commission to adopt a final decision on the disbursement of the funds.
Greece’s comprehensive recovery and resilience plan will be financed with €18.2 billion in grants and €17.7 billion in loans.
