Simplifying EU rules to support competitiveness

Simple and clear rules are vital for a strong European economy. They help businesses attract investment, grow and create quality jobs, while also saving citizens time and money.

The European Commission has presented two new omnibus proposals as part of its wider efforts to cut red tape and boost Europe’s competitiveness:

  • Energy products: this proposal will simplify energy and tyre labelling rules, making requirements easier for suppliers and retailers while ensuring consumers still get the information they need.
  • Taxation: this proposal will simplify EU tax rules, reduce reporting and compliance burdens and make it easier for businesses to operate across the EU.

What is an omnibus proposal?

An omnibus proposal is a legislative package that updates several related EU laws at the same time, usually across the same policy area. This approach ensures that the changes made are coherent and helps the EU to progress quickly on its goals.

With these two new proposals, the Commission has presented 12 omnibus proposals across multiple sectors. These measures translate to €18 billion in annual administrative savings.

Why do we need to simplify rules?

EU businesses of all sizes have highlighted how the administrative burden is an obstacle to growth. In response to these concerns, the EU is proposing simplification measures to reduce this burden, while maintaining high social, environmental and consumer protection standards.

By making EU rules simpler, the Commission aims to help businesses spend less time on paperwork and more time on innovation, growth and creating jobs.

By 2029, the Commission aims to reduce the burden by at least 25% for all businesses and by at least 35% for small and medium-sized enterprises, with expected savings of €37.5 billion.
