Commissioner Kos in Norway to strengthen co-operation and support for Ukraine

On Thursday (17 September), Enlargement Commissioner Marta Kos was in Norway to reinforce EU-Norway co-operation, particularly on support for Ukraine.

In Oslo, the Commissioner met the Foreign Minister of Norway Espen Barth Eide to discuss possible additional financial support from Norway to be channelled via the Ukraine Facility. Among others, Norway’s contribution would help cover Ukraine’s current government expenditures while also supporting reforms in the areas of anti-corruption and energy. Commissioner Kos also exchanged views with the Parliament’s Standing Committee on Foreign Affairs and Defence regarding Norway’s key role in supporting Ukraine and its engagement with the EU.

She met the Minister of Trade and Industry of Norway, Cecilie Myrseth, and participate in a business roundtable with the Confederation of Norwegian Enterprise (NHO). The Commissioner will address Ukraine’s accession and gradual integration into the EU, as well as opportunities to further develop partnerships and investments in Ukraine.

Finally, Commissioner Kos visited Nord Pool, a pan-European power exchange, to discuss electricity market functioning, market coupling, operational and cyber security, and ongoing work with the Ukrainian and Albanian power exchanges.

Since 2025, Norway joined the Ukraine Investment Framework (UIF) as an observer and contributor, committing €172 million to support Naftogaz, Ukraine’s state-owned energy company. The UIF’s efforts have been crucial in securing essential gas imports and storage for millions of Ukrainian households, hospitals, schools and public institutions ahead of last winter, amid continuing Russian attacks.
